2002-03 WRESTLING TOURNAMENT FORMAT

Assistant Commissioner Cox reported on the general format, sites and other preliminary plans for the 2002-03 Wrestling Tournament Series. 

 

Individual Tournament Summary

Thirty-two (32) sectionals of 8-12 teams.  The top four (4) individuals from each weight class advance to the regional.  Wrestlebacks from the quarter-final round.  Wrestle out to 6th place.

Sixteen (16) regionals.  The top three (3) individuals from each weight class advance to the semi state.  Single elimination format. 

Four (4) semi states.  The top four (4) individuals from each weight class advance to the state finals.  Single elimination format.

State finals. 16 individuals in each weight class.  Single elimination format with an additional round added for quarter-finals losers to wrestle for placement in the medal round matches.

A motion to approve the recommendations for the wrestling tournament series was made by Dennis Bunda; seconded by Lee Lonzo; motion passed 16-0.

 

APPROVE PAY SCHEDULE FOR WRESTLING TOURNAMENT OFFICIALS

Assistant Commissioner Cox presented recommendations for an increase of wrestling tournament official’s stipends.  The adjustment is due to the realignment of the wrestling tournament series, as well as the addition of wrestle backs.  A motion to approve the recommendations was made by Patrick Mapes; seconded by Lee Lonzo; motion passed 16-0.

 

APPROVE COMPONENTS OF TEEN EXPO

Commissioner Ress presented preliminary plans for the Teen Expo, which will be held on November 27 and 28, 2003, in conjunction with the IHSAA Centennial Celebration.  The IHSAA intends to sponsor a boys and girls basketball double header on both days.  Commissioner Ress recommended that teams participating in these events be allowed to schedule 21 games.  A motion to approve the recommendation was made by Patrick Mapes; seconded by Lee Lonzo; motion passed 16-0. 

 

REVIEW GYMNASTICS STATUS AS A SPORT

Assistant Commissioner Searcy reported on the status of gymnastics as an IHSAA sport.  Per IHSAA By-Law C1-4, sports that do not maintain at least 25% participation of the member schools will be reviewed annually for purposes of determining future tournament and recognition status.  The number of member schools that participate in gymnastics has remained consistent for the past 10 years at approximately 85. 

 

UPDATE ON BROADCASTING RULES AND REGULATIONS

Commissioner Ress reported he met with approximately 70 radio stations on October 16, to discuss the IHSAA Broadcast Network.  Currently, 29 radio stations have committed to be a part of the IHSAA Broadcast Network.

 

OFFICIAL ENROLLMENTS FOR REALIGNMENT

Commissioner Ress presented the 2004-07 enrollment figures.  These figures will be released to member schools by Tuesday, November 12, 2002.

 

TRANSFERS

Associate Commissioner Craft reported on the transfers that have been ruled on for the 2002-03 school year.  This report included the following actions as of November 5, 2002:

SPORTSMANSHIP

Assistant Commissioner Wynns updated the Executive Committee on the unsportsmanlike conduct reports that have been submitted.  As of November 8, 2002, there have been 353 reports filed.  The breakdown on unsportsmanlike conduct reports by sport is: Boys Soccer – 185; Football – 125; Girls Soccer – 36; and Volleyball - 7.  Member schools are continuing to focus on sportsmanship through seminars, clinics, and educational opportunities.

 

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

Franklin Central High School(Boys’ JV soccer coach removed team from field)

Commissioner Ress reported the following action as a result of a violation of Rule 9-16.

1.       The Franklin Central High School boys soccer program is placed on probation through September 27, 2003.

2.       Coach Ryan Cannon is severely reprimanded for removing the team from the field prior to the conclusion of the contest.

3.       The IHSAA accepts the actions, including the suspension of Coach Cannon, taken by Franklin Central High School to preclude future, similar incidents from occurring.

4.       The administration of Franklin Central High School is commended for its reporting and handling of this matter.

 

Franklin County High School(Non-rostered player participated in football sectional)

Commissioner Ress reported the following action as a result of a violation of Rule 3-9.4.

1.     The Franklin County High School student athlete is disqualified for participation in the second round of the IHSAA football tournament series.

2.     If Franklin County advances beyond the second round of the tournament series, the student athlete may be added to the entry list with a $200 penalty.

3.     The administration of Franklin County High School is commended for its reporting and handling of this matter.

 

Heritage Christian High School(Sunday practice session of boys’ soccer team)

Commissioner Ress reported the following action as a result of a violation of Rule 9-13.

1.     The Heritage Christian High School boys soccer program is issued a warning.

2.     Athletic Director Mark Gallo is reprimanded for allowing this violation to occur.

3.     The soccer match versus Warren Central High School is to be forfeited in accordance with Rule 3-9.

4.     The administration of Heritage Christian High School is commended for its prompt reporting and handling of this matter.

 

Huntington North High School(Football player exceeded 5 quarter limit per week)

Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1.

1.     The Huntington North High School football program is issued a warning.

2.     The coaching staff is reprimanded for allowing this violation to occur.

3.     The freshman football game versus Muncie Southside High School, in which the student athlete exceeded the five quarter limit, shall be forfeited in accordance with Rule 3-9 of the IHSAA By-Laws.

4.     The administration Huntington North High School is commended for its reporting and handling of this matter.

 

Jeffersonville High School(Football player participated in 2 games during same week)

Commissioner Ress reported the following action as a result of a violation of Rule 54-3.3.

1.     The Jeffersonville High School football program is issued a warning.

2.     The coaching staff is reprimanded for allowing this violation to occur.

3.     New Albany High School shall be notified that this violation occurred in accordance with Rule 3-9 of the IHSAA By-Laws.  Since New Albany High School was victorious in the junior varsity contest, there is no forfeiture.

4.     The administration of Jeffersonville High School is commended for its reporting and handling of this matter.

 

Mishawaka Marian High School(Volleyball player exceeded 5 game limit versus same school on same day)

Commissioner Ress reported the following action as a result of a violation of Rule 111-4.

1.     The Mishawaka Marian High School volleyball program is issued a warning.

2.     The coaching staff is reprimanded for allowing this violation to occur.

3.     The varsity match versus Mishawaka High School, in which the student athlete exceeded the five game limit, shall be forfeited in accordance with Rule 3-9 of the IHSAA By-Laws.

4.     The administration of Mishawaka Marian High School is commended for its reporting and handling of this matter.

 

Muncie Central High School(Two football players exceeded 5 quarter limit per week)

Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1.

1.     The Muncie Central High School football program is issued a warning.

2.     The total number of quarters for each of these players shall be calculated to determine if they are within the limits outlined in Rule 54-3.

3.     The coaching staff is reprimanded for permitting this violation to occur.       

4.     The junior varsity football games versus Anderson, Lafayette Jefferson and Logansport shall be forfeited in accordance with Rule 3-9 of the IHSAA By-Laws.

5.     The administration of Muncie Central High School is commended for its reporting and handling of this matter.

 

Noblesville High School(Inappropriate conduct @ boys’ soccer sectional)

Commissioner Ress reported the following action as a result of a violation of Rule 8-1 and 8-2.

1.     The coaching staff is reprimanded for allowing this violation to occur.

2.     The IHSAA accepts the actions, including the suspension of two student athletes, taken by

Noblesville High School to preclude future, similar incidents from occurring.

3.     The administration of Noblesville High School is commended for its handling of this matter.

 

North Central (Indpls.) High School – (Non-rostered player participated in boys’ soccer tournament)

Commissioner Ress reported the following action as a result of a violation of Rule 3-9.4.

1.     The North Central High School student athlete is disqualified for participation in the third round of the IHSAA boys soccer tournament series.

2.     If North Central advances beyond the third round of the tournament series, the student athlete may be added to the entry list with a $200 penalty.

3.     The administration of North Central High School is commended for its reporting and handling of this matter.

 

Perry Meridian High School(Boys’ JV soccer coach removed team from field)

Commissioner Ress reported the following action as a result of a violation of Rule 9-16.

1.     The Perry Meridian High School boys soccer program is placed on probation through September 27, 2003.

2.     The IHSAA severely reprimands Coach Matt Correll for removing the team from the field prior to the conclusion of the contest.

3.     The IHSAA accepts the action, including the suspension of Coach Correll, taken by Perry Meridian High School to preclude future, similar incidents from occurring.

4.     The administration of Perry Meridian High School is commended for its reporting and handling of this matter.

 

South Adams High School(Sunday practice session for girls’ soccer team)

Commissioner Ress reported the following action as a result of a violation of Rule 9-13.

1.     The South Adams High School girls soccer program is issued a warning.

2.     Coach Jose Brito is reprimanded for allowing this violation to occur.

3.     The actions taken by the school, including the suspension of the coach, to remedy this situation are appropriate and accepted by the IHSAA.

4.     The administration of South Adams High School is commended for its prompt reporting and handling of this matter.

 

Warsaw High School – (Two volleyball players exceeded the maximum number of season games)

Commissioner Ress reported the following action as a result of a violation of Rule 111-3.

1.     The Warsaw High School volleyball program is issued a warning.

2.     The student athletes involved shall be suspended for the number of matches they exceeded the maximum.

3.     The junior varsity matches versus Lakeland, Elkhart Memorial and Concord shall be forfeited in accordance with Rule 3-9 of the IHSAA By-Laws.

4.     The administration of Warsaw High School is commended for its reporting and handling of this matter.

 

Zionsville High School(Nine boys’ basketball players played on same team in spring tournament)

Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a.

1.     The Zionsville High School boys basketball program is issued a warning.

2.     The nine student athletes involved in this violation shall be suspended for three games during the 2002-03 basketball season.

3.     The administration of Zionsville High School is commended for its reporting and handling of this matter.

 

ITEMS FOR DISCUSSION

1.     Area Principal Meetings Survey Results

Currently, 233 schools have responded to IHSAA membership survey.  The IHSAA will continue to solicit responses from all member schools.

2.     Information pertaining to the Indiana Tobacco Prevention and Cessation Program was distributed to the Executive Committee.  Upcoming activities include:

        a.     IHSAA/ITPC Anti-Smoking CD and Public Address Announcements – November 6 delivery date

        b.     IHSAA/ITPC Role Model Posters (1 of 4) – November 15 delivery date

        c.     IHSAA/ITPC Traveling Display for middle school students will debut at the Indiana Association of School Principals (IASP) Conference on Monday, November 25
