Commissioner Ress presented
the resignation letter from Communications Director Joe Gentry. Joe has been employed by the Association
since February 2005. During his tenure,
Gentry served as liaison between the Association and the new Indiana Cable
Network as well as its various corporate partners, provided support during all
of its 20 state championship events and also produced the official state
championship programs. A motion to
approve the recommendation, with regret, was made by Nancy Alspaugh; seconded
by Herb Resler; motion passed 16-0.
APPROVE COMMISSIONER ATTENDING EIGHT STATE MEETING
Commissioner
Ress requested approval to attend the Eight State Meeting, scheduled for
December 18-19, 2006, in
REPORT ON CHAIR OFFICIALS FOR THE BOYS TENNIS
TOURNAMENT SERIES
Assistant Commissioner Wynns
presented a list of tennis chair officials eligible for possible use in the
boys tennis tournament series. The
tournament requires the use of 15 chair officials.
REPORT ON OFFICIALS FOR THE CROSS COUNTRY TOURNAMENT
SERIES
Associate Commissioner Craft
presented a list of cross country starters eligible for the Cross Country Tournament
Series. The tournament requires the use
of 32 officials.
REPORT ON OFFICIALS FOR THE SOCCER TOURNAMENT SERIES
Assistant Commissioner Wynns
presented a list of soccer officials eligible for the soccer tournament
series. The soccer tournament series
requires 288 officials at the sectional level.
REPORT ON OFFICIALS FOR THE VOLLEYBALL TOURNAMENT
SERIES
Assistant Commissioner
Searcy submitted the names of volleyball officials who have applied to work the
volleyball tournament series. The volleyball
tournament series requires 128 officials at the sectional level.
REPORT ON OFFICIALS FOR THE FOOTBALL TOURNAMENT
SERIES
Assistant Commissioner Cox presented
a list of 159 football crews eligible for the Football Tournament Series. The football tournament requires 155 crews
for the first round of sectional play.
PRELIMINARY PLANS FOR BOYS BASKETBALL TOURNAMENT
Associate Commissioner Craft
reported on the preliminary plans for the 2006-07 Boys Basketball Tournament
Series. The Executive Committee will
approve the tournament series host sites during the November meeting.

Assistant Commissioner Wynns
reported on the preliminary plans for the 2006-07 Girls Basketball Tournament
Series. The Executive Committee will
approve the tournament series host sites during the November meeting.
Associate Commissioner Craft
reported on transfers that have been ruled on for the 2006-07 school year. This report included the following actions as
of October 2006:

Assistant
Commissioner Wynns reported the Association has received184 unsportsmanlike
conduct reports from officials working contests this fall. This is a slight decrease over last year’s
report at this time.
PRESENTATION OF DISTRICT III MEDIA AWARD TO TOM
COLLINS
Tom Collins of the Courier & Press in
He and his wife,
Diana, have resided in
Commissioner Ress reported
on the Section IV meetings hosted by the IHSAA on September 21-22, 2006. Issues that were discussed included the NFHS
Coaches Education Course, the T-Mobile Basketball Invitational, on-line testing
for officials, internet streaming, intellectual properties, mult-state public
service announcements, and the CSIET program.
Assistant Commissioner Wynns
presented a report of the recent Midwest Official’s Meeting at the IHSAA
Offices. State Association personnel
meet on an annual basis to discuss issues pertaining to the administration of
official’s programs in their states.
Topics discussed during this year’s meeting included the NFHS officials
education program, electronic reviews of officials decisions, background
checks, recruitment of officials, and technology.
Attorney Robert Baker
updated the Executive Committee on the current status of pending litigation
against the Association.

issued a warning.
2. The student
athlete involved in this violation shall be suspended and declared ineligible
for further competition until her academic record meets the minimum standards
of Rule 18-1.

Brown
County High School – Commissioner Ress reported the following action as a
result of a violation of Rule 15-3.3 (Baseball coach & assistant boys basketball coach each
conducted an open facility session during Week 4).
1. The Brown County High School baseball program
and boys basketball program is issued a warning.
2. Baseball
Coach Tom Anderson and Assistant Boys Basketball Coach Doug Thomas are
reprimanded for causing these violations to occur.
Brownsburg
High School – Commissioner Ress reported the following action as a result of a
violation of Rule 15-3.2h (Three boys soccer players participated in camp after
deadline).
1. The Brownsburg High School boys soccer
program is issued a warning.
2. The two
student athletes, who attended a one day camp, shall be suspended for the first
match of the 2006 boys’ soccer season; the student athlete who attended a multi-day
camp shall be suspended for the first two matches of the 2006 boys soccer
season.
1. The Carmel High School boys soccer program is
issued a warning.
2. The student
athletes involved in this violation shall be suspended for the first match of
the 2006 boys soccer season.
Center
Grove High School – Commissioner Ress reported the following action as a result
of a violation of Rule 15-3.2h (Boys soccer player participated in camp after deadline).
1. The Center Grove High School boys soccer
program is issued a warning.
2. The student
athlete involved in this violation shall be suspended for only the first match
of the 2006 boys’ soccer season.
1. The Columbia City High School football
program is issued a warning.
2. The student
athletes involved in this violation shall be suspended and declared ineligible
for further competition until their academic record meets the minimum standards
of Rule 18-1.
3. In accordance
with Rule 3-9,
1. The Columbus East High School boys soccer
program is issued a warning.
2. It is the
understanding of the IHSAA that the student athlete involved in this violation
was suspended for the August 29th boys’ soccer match versus
Shelbyville.
1. The Concord High School boys soccer program
is issued a warning.
2. The IHSAA
that the student athletes involved in this violation were suspended for the
August 22nd boys’ soccer match versus Elkhart Memorial.
1. The Decatur Central High School boys
basketball program is issued a warning.
2. The six
student athletes involved in this violation shall be suspended for three
basketball games. If necessary, these
suspensions may be spread over the first six games of the 2006-07 season.
East Noble High School –
Commissioner Ress reported the following action as a result of a violation of Rule
101-1 (Girls
soccer player participated in match without ten practices).
1. The East Noble High School girls soccer
program is issued a warning.
2. Coach Todd Findlay is reprimanded for
allowing this violation to occur.
3. The student
athlete involved in this violation shall be suspended and declared ineligible
for further competition until she meets the standards outlined in Rule 101-1.
4. In
accordance with Rule 3-9,
1. The Elkhart Memorial High School boys soccer
program is issued a warning.
2. The student
athlete, shall be suspended for the next match of the 2006 boys’ soccer season.
1. The Elkhart Memorial High School boys soccer
program is issued a warning.
2. Coach Dennis Jay is reprimanded for
permitting this violation to occur.
3. In
accordance with rule 3-9 of the IHSAA By-Laws,

2. Coach Megan Woods is reprimanded for
permitting this violation to occur.
3. In
accordance with rule 3-9 of the IHSAA By-Laws,
Gibson
Southern High School – Commissioner Ress reported the following action as a
result of a violation of Rule 15-3.2h (Football coach conducted camp during Week 4).
1. The Gibson Southern High School football
program is issued a warning.
2. Coach Rick Stefanich is reprimanded for
causing this violation to occur.

this violation to occur.
3. The IHSAA
accepts and supports the suspension of Coach Clark from the first match of the
2006 season as an appropriate penalty for this violation. Due to the suspension of the coach, the
athletes involved in this illegal session will not be penalized.
1. The Hamilton Southeastern High School boys
soccer program is issued a warning.
2. The student
athletes involved in this violation shall be suspended and declared ineligible
for further competition until their academic record meets the minimum standards
of Rule 18-1.
3. In
accordance with Rule 3-9, the schools against whom these ineligible athletes
competed shall be notified of this violation and any matches in which Hamilton
Southeastern was victorious shall be forfeited.
Harrison
(
1. The Harrison High School boys soccer program
is issued a warning.
2. The student
athlete involved in this violation shall be suspended for only the first match
of the 2006 boys soccer season.
1. The Indianapolis Manual High School football
program is issued a warning.
2. It is
absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and
acted upon by the Association prior to a student athlete being allowed to
participate in a contest at their new school.
3. In
accordance with Rule 3-9 of the IHSAA By-Laws, Indianapolis Broad Ripple High
School, the school against whom this student athlete participated, must be
notified of this violation and the game must been forfeited.
Knox
High School – Commissioner Ress reported the following action as a result of a
violation of Rule 15-1.1a (Girls cross country runner participated in non-school meet during
contest season).
1. The Knox High School girls cross country
program is issued a warning.
2. The student
athlete who participated in this non-school sponsored golf event shall be
suspended for two meets.
1. The Kokomo High School boys soccer program is
issued a warning.
2. Coach Wildred Hendrickson is reprimanded for
causing this violation to occur.

involved in this rule violation.
1. The Lafayette Central Catholic High School
boys soccer program is issued a warning.
2. The school
is reprimanded for allowing this violation to occur. It is absolutely mandatory that the “IHSAA
Athletic Transfer Report” be submitted and acted upon by the Association prior
to a student athlete being allowed to participate in a contest at their new
school.
3. In
accordance with Rule 3-9 of the IHSAA By-Laws, the schools against which this
student athlete participated during the 2005 boys’ soccer season shall be
notified of this violation.
Additionally, any match in which Lafayette Central Catholic was
victorious and this ineligible student athlete participated shall be forfeited.

Johnson is reprimanded for allowing this violation to occur. This is a health and safety issue and it is
absolutely imperative that “Consent & Release Certificates” be on file for
all student athletes prior to their participation.

program is issued a warning.
2. Coach Chris
White is reprimanded for permitting this violation to occur.
3. In accordance with rule 3-9 of the IHSAA
By-Laws,
violation occurred and the match in which
the maximum number of halves was exceeded must be
forfeited if Lawrence Central was
victorious.

program is issued a warning.
2. Coach Chris Harmon is reprimanded for
permitting this violation to occur.
3. In
accordance with rule 3-9 of the IHSAA By-Laws,

program is issued a warning.
2. The student athlete shall be suspended for
one match. It is the understanding of
the IHSAA that the suspension was served on August 22nd.

program is issued a warning.
2. Coach Kevin
Miller is severely reprimanded for removing his team from the match prior to
its completion.

Timothy Bumber is reprimanded for causing this violation to occur. There is no acceptable excuse for Coach
Bumber, as an experienced coach, to suggest that he was unaware of the
moratorium week.

accepts and supports the suspension of Coach Bumber from practice for three
days as an appropriate penalty for this violation. Due to the suspension of the coach, the
athletes involved in this illegal workout will not be penalized.

issued a warning.
2. Coach Bob Egyhazi is reprimanded for causing
this violation to occur.
McCutcheon
High School – Commissioner Ress reported the following action as a result of a
violation of Rule 15-2.2a (Six baseball players participated on same team after
deadline-PROBATION).
1. The
McCutcheon High School baseball program is placed on probation through the 2007
baseball season.
1. The Monroe Central High School volleyball
program is issued a warning.
2. The student
athlete involved in this violation shall be suspended and declared ineligible
for further competition until her academic record meets the minimum standards
of Rule 18-1.
3. In accordance
with Rule 3-9,

be submitted and acted upon by the Association prior to a student athlete being
allowed to participate in a contest at their new school.
3. Coach Isidro Alvarado is reprimanded for
allowing this violation to occur.
4. In
accordance with Rule 3-9 of the IHSAA By-Laws, Jay County High School, the
school against whom this student athlete participated, must be notified of this
violation and the match must been forfeited if Muncie Central was victorious.

High School – Commissioner Ress reported the following action as a result of a
violation of Rule 15-3.2h (Four boys
soccer player participated in a non-school camp after deadline).
1. The Noblesville High School boys soccer
program is issued a warning.
2. The student
athletes involved in this violation shall be suspended for the first match of
the 2006 boys soccer season.
Noblesville
High School – Commissioner Ress reported the following action as a result of a
violation of Rule 15-3.4 (Softball coach worked with player from his team during
moratorium week).
1. The Noblesville High School softball program
is issued a warning.
2. Coach Mike Ramsey is reprimanded for causing
this violation to occur.
3. The IHSAA
accepts and supports the suspension of Coach Ramsey from the first game of the
2007 season as an appropriate penalty for this violation. Due to the suspension of the coach, the
athlete involved in this illegal workout will not be penalized.
North
Central (Indpls.) High School – Commissioner Ress reported the following action
as a result of a violation of Rule 15-3.2h (Two boys soccer players participated in camp after deadline).
1. The North Central High School boys soccer
program is issued a warning.
2. The two
student athletes, shall be suspended for the first match of the 2006 boys
soccer season.
North
Central (Indpls.) High School – Commissioner Ress reported the following action
as a result of a violation of Rule 15-3.2h (Girls soccer player participated in camp after deadline).
1. The North Central High School girls soccer
program is issued a warning.
2. The student
athlete involved in this violation shall be suspended for the two matches of
the 2006 girls’ soccer season.
North
1. The North Decatur High School football program
is issued a warning.
2. It is
absolutely mandatory that the “IHSAA Foreign Exchange Student Transfer Report”
be submitted and acted upon by the Association prior to a student athlete being
allowed to participate in a contest at their new school.
3. In
accordance with Rule 3-9 of the IHSAA By-Laws,

program is issued a warning.
2. The student
athlete involved in this violation shall be suspended and declared ineligible
for further competition until she meets the standards outlined in Rule 101-1.
3. Coach Adam Wolfe is reprimanded for allowing
this violation to occur.

supports and accepts the five day suspension of Coach Wolfe as an appropriate
response to this violation.
5. In
accordance with Rule 3-9, the school/s against whom these student athletes
competed shall be notified of this violation and the match/s must be forfeited

Northridge
High School – Commissioner Ress reported the following action as a result of a
violation of Rule 15-1.2a (Girls soccer player participated on non-school team during
contest season).
1. The Northridge High School girls’ soccer
program is issued a warning.
2. The student athlete involved in this
violation shall be suspended for two soccer matches.
Northview
High School – Commissioner Ress reported the following action as a result of a
violation of Rule 18-1 (Academically ineligible girls soccer player participated in
two matches).

for further competition until her academic record meets the minimum standards of

Hill High School – Commissioner Ress reported the following action as a result
of a violation of Rule 111-4 (Volleyball player exceeded five game limit).
1. The Oak Hill High School volleyball program
is issued a warning.

violation of Rule 18-1 (Academically ineligible football player participated in four
j-v & one varsity game).
1. The Shelbyville High School football program
is issued a warning.
2. The student
athlete involved in this violation shall be suspended and declared ineligible
for further competition until his academic record meets the minimum standards
of Rule 18-1.
3. In accordance
with Rule 3-9, all schools against whom the ineligible student athlete
participated shall be notified of this violation and Shelbyville shall forfeit
any games if they were victorious.
Shelbyville
High School – Commissioner Ress reported the following action as a result of a
violation of Rule 19-3 (Foreign exchange student participated in boys soccer match without
transfer being approved).
1. The Shelbyville High School boys soccer
program is issued a warning.
2. The school
is reprimanded for allowing this violation to occur. It is absolutely mandatory that the “IHSAA
Foreign Exchange Transfer Report” be submitted and acted upon by the
Association prior to a student athlete being allowed to participate in a
contest at their new school.
3. In accordance
with Rule 3-9 of the IHSAA By-Laws,

issued a warning.
2. The student
athletes involved in this violation shall be suspended and declared ineligible
for further competition until their academic records meets the minimum
standards outlined in Rule 18-1.

VanDreissche is reprimanded for causing this violation to occur.
Southmont
High School – Commissioner Ress reported the following action as a result of a
violation of Rule 15-2.6 (Illegal coaching during girls basketball open facility
sessions).
1. The Southmont High School girls basketball
program is issued a warning.
2. Coach Chad Cripe is reprimanded for causing
this violation to occur.
3. All
remaining pre-season open facility sessions for girls basketball shall be
cancelled.
Waldron
High School – Commissioner Ress reported the following action as a result of a
violation of Rule 18-1 (Academically ineligible boys soccer player participated in
several meets).
1. The Waldron High School boys soccer program
is issued a warning.
2. The student
athlete involved in this violation shall be suspended and declared ineligible
for further competition until his academic record meets the minimum standards
of Rule 18-1.
3. In
accordance with Rule 3-9,

Cortez is severely reprimanded for allowing these violations to occur. The “Consent & Release Certificate” is a

their participation.

acted upon by the Association prior to a student athlete being allowed to
participate in a contest at their new school.
3. In
accordance with Rule 3-9 of the IHSAA By-Laws, Blackford High School, the
school against whom this student athlete participated, must be notified of this
violation and the match must been forfeited if Yorktown was victorious.
