MINUTES

Minutes of the August 3, 2006 meeting were presented for approval.  A motion for approval was made by Phil Hoskins; seconded by Pam Noble; motion passed 16-0.

 

APPROVE REQUEST FOR INDIANA SCHOOL FOR THE DEAF

Commissioner Ress presented a letter of special request from the Indiana School for the Deaf.  The IHSAA By-Laws provide for special accommodations for the Indiana School for the Deaf and Indiana School for the Blind.  A motion to approve the recommendation was made by Mike Whitten; seconded by Dick Tobias; motion passed 16-0.

 

APPROVE HOST SITE AND DATE FOR 2007 STUDENT LEADERSHIP CONFERENCE

Assistant Commissioner Searcy requested approval of Carmel High School as the site for the 2007 Student Leadership Conference, scheduled for June 19.  A motion to approve the recommendation was made by Geoff Penrod; seconded by Phil Hoskins; motion passed 16-0.

 

ACCEPT RESIGNATION OF COMMUNICATIONS DIRECTOR JOE GENTRY

Commissioner Ress presented the resignation letter from Communications Director Joe Gentry.  Joe has been employed by the Association since February 2005.  During his tenure, Gentry served as liaison between the Association and the new Indiana Cable Network as well as its various corporate partners, provided support during all of its 20 state championship events and also produced the official state championship programs.  A motion to approve the recommendation, with regret, was made by Nancy Alspaugh; seconded by Herb Resler; motion passed 16-0.

 

APPROVE COMMISSIONER ATTENDING EIGHT STATE MEETING

Commissioner Ress requested approval to attend the Eight State Meeting, scheduled for December 18-19, 2006, in Chicago, Illinois.  Permission is requested for Commissioner Ress to attend.  A motion to approve the recommendation was made by Phillip Gardner; seconded by Herb Resler; motion passed 16-0.

 

REPORT ON CHAIR OFFICIALS FOR THE BOYS TENNIS TOURNAMENT SERIES

Assistant Commissioner Wynns presented a list of tennis chair officials eligible for possible use in the boys tennis tournament series.  The tournament requires the use of 15 chair officials. 

 

REPORT ON OFFICIALS FOR THE CROSS COUNTRY TOURNAMENT SERIES

Associate Commissioner Craft presented a list of cross country starters eligible for the Cross Country Tournament Series.  The tournament requires the use of 32 officials. 

 

REPORT ON OFFICIALS FOR THE SOCCER TOURNAMENT SERIES

Assistant Commissioner Wynns presented a list of soccer officials eligible for the soccer tournament series.  The soccer tournament series requires 288 officials at the sectional level. 

 

REPORT ON OFFICIALS FOR THE VOLLEYBALL TOURNAMENT SERIES

Assistant Commissioner Searcy submitted the names of volleyball officials who have applied to work the volleyball tournament series.  The volleyball tournament series requires 128 officials at the sectional level.

 

REPORT ON OFFICIALS FOR THE FOOTBALL TOURNAMENT SERIES

Assistant Commissioner Cox presented a list of 159 football crews eligible for the Football Tournament Series.  The football tournament requires 155 crews for the first round of sectional play.  

 

 

PRELIMINARY PLANS FOR BOYS BASKETBALL TOURNAMENT

Associate Commissioner Craft reported on the preliminary plans for the 2006-07 Boys Basketball Tournament Series.  The Executive Committee will approve the tournament series host sites during the November meeting. 

 

PRELIMINARY PLANS FOR GIRLS BASKETBALL TOURNAMENT

Assistant Commissioner Wynns reported on the preliminary plans for the 2006-07 Girls Basketball Tournament Series.  The Executive Committee will approve the tournament series host sites during the November meeting.

 

TRANSFERS

Associate Commissioner Craft reported on transfers that have been ruled on for the 2006-07 school year.  This report included the following actions as of October 2006:

SPORTSMANSHIP

Assistant Commissioner Wynns reported the Association has received184 unsportsmanlike conduct reports from officials working contests this fall.  This is a slight decrease over last year’s report at this time.    

 

PRESENTATION OF DISTRICT III MEDIA AWARD TO TOM COLLINS

Tom Collins of the Courier & Press in Evansville, has been selected as the 2006-07 recipient of the IHSAA Distinguished Media Service Award for District III.  Collins will be honored on October 6th in a special ceremony prior to the Boonville-Evansville Central football game. Collins joined the Courier & Press sports department in 1968 and has covered the high school sports scene in southwestern Indiana since 1989. Prior to that, he spent 21 consecutive years as the beat writer for the University of Evansville. 

He and his wife, Diana, have resided in Fort Branch for 32 years. They have two adult children, Angela Speedy and Christopher Collins and one granddaughter, Jordan. In his spare time, Collins enjoys reading books on WWII history and spending time with his granddaughter.

 

NATIONAL FEDERATION SECTION IV MEETING

Commissioner Ress reported on the Section IV meetings hosted by the IHSAA on September 21-22, 2006.  Issues that were discussed included the NFHS Coaches Education Course, the T-Mobile Basketball Invitational, on-line testing for officials, internet streaming, intellectual properties, mult-state public service announcements, and the CSIET program. 

 

MIDWEST OFFICIALS MEETING

Assistant Commissioner Wynns presented a report of the recent Midwest Official’s Meeting at the IHSAA Offices.  State Association personnel meet on an annual basis to discuss issues pertaining to the administration of official’s programs in their states.  Topics discussed during this year’s meeting included the NFHS officials education program, electronic reviews of officials decisions, background checks, recruitment of officials, and technology. 

 

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

 

Avon High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Boys soccer player participated in camp after deadline).

1.       The Avon High School boys soccer program is issued a warning. 

2.       The student athlete involved in this violation shall be suspended for only the first match of the 2006 boys soccer season.

 

Bloomington South High School – Commissioner Ress reported the following action as a result of a violation of Rule 56-3b(2) (Boys soccer player participated in four halves in one session.)

1.   The Bloomington South High School boys soccer program is issued a warning. 

2.   Coach Nick Hargett is reprimanded for permitting this violation to occur.   

3.   The IHSAA accepts and supports the one match suspension of Coach Hargett as an appropriate penalty for this violation.

4.   In accordance with rule 3-9 of the IHSAA By-Laws, Columbus North High School must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Bloomington South was victorious.

 

Bremen High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys soccer player participated in two matches).

1.   The Bremen High School boys soccer program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until her academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, Bremen High School shall notify South Bend Adams and Trinity of this violation and forfeit any matches in which Bremen was victorious.

 

Brown County High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3 (Baseball coach & assistant boys basketball coach each conducted an open facility session during Week 4).

1.   The Brown County High School baseball program and boys basketball program is issued a warning. 

2.   Baseball Coach Tom Anderson and Assistant Boys Basketball Coach Doug Thomas are reprimanded for causing these violations to occur.

 

Brownsburg High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Three boys soccer players participated in camp after deadline).

1.   The Brownsburg High School boys soccer program is issued a warning. 

2.   The two student athletes, who attended a one day camp, shall be suspended for the first match of the 2006 boys’ soccer season; the student athlete who attended a multi-day camp shall be suspended for the first two matches of the 2006 boys soccer season.

 

Carmel High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Two boys soccer players participated in camp after deadline).

1.   The Carmel High School boys soccer program is issued a warning. 

2.   The student athletes involved in this violation shall be suspended for the first match of the 2006 boys soccer season.

 

Center Grove High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Boys soccer player participated in camp after deadline).

1.   The Center Grove High School boys soccer program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended for only the first match of the 2006 boys’ soccer season.

 

Columbia City High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Two academically ineligible jv football players participated in two games).

1.   The Columbia City High School football program is issued a warning. 

2.   The student athletes involved in this violation shall be suspended and declared ineligible for further competition until their academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, Huntington North High School and Warsaw High School shall be notified of this violation and Columbia City shall forfeit the games if they were victorious.

 

Columbus East High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Boys soccer player participated in camp after deadline.)

1.   The Columbus East High School boys soccer program is issued a warning. 

2.   It is the understanding of the IHSAA that the student athlete involved in this violation was suspended for the August 29th boys’ soccer match versus Shelbyville.

 

Concord High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Two boys soccer players participated in camp after deadline).

1.   The Concord High School boys soccer program is issued a warning. 

2.   The IHSAA that the student athletes involved in this violation were suspended for the August 22nd boys’ soccer match versus Elkhart Memorial.

 

Decatur Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a (Six boys basketball players participated on non-school team out-of-season).

1.   The Decatur Central High School boys basketball program is issued a warning. 

2.   The six student athletes involved in this violation shall be suspended for three basketball games.  If necessary, these suspensions may be spread over the first six games of the 2006-07 season.

 

East Noble High School – Commissioner Ress reported the following action as a result of a violation of Rule 101-1 (Girls soccer player participated in match without ten practices).

1.   The East Noble High School girls soccer program is issued a warning. 

2.   Coach Todd Findlay is reprimanded for allowing this violation to occur. 

3.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until she meets the standards outlined in Rule 101-1.

4.   In accordance with Rule 3-9, Lakeland High School shall be notified of this violation the match shall be forfeited if East Noble was victorious.

 

Elkhart Memorial High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Boys soccer player participated in camp after deadline).

1.   The Elkhart Memorial High School boys soccer program is issued a warning. 

2.   The student athlete, shall be suspended for the next match of the 2006 boys’ soccer season.

 

Elkhart Memorial High School – Commissioner Ress reported the following action as a result of a violation of Rules 56-3b(2) (Boys soccer player participated in four halves in one session).

1.   The Elkhart Memorial High School boys soccer program is issued a warning. 

2.   Coach Dennis Jay is reprimanded for permitting this violation to occur. 

3.   In accordance with rule 3-9 of the IHSAA By-Laws, Concord High School must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Elkhart Memorial was victorious.

 

Elkhart Memorial High School – Commissioner Ress reported the following action as a result of a violation of Rule 106-3b(2) (Girls soccer player participated in four halves in one session).

1.   The Elkhart Memorial High School girls soccer program is issued a warning. 

2.   Coach Megan Woods is reprimanded for permitting this violation to occur.   

3.   In accordance with rule 3-9 of the IHSAA By-Laws, Goshen High School must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Elkhart Memorial was victorious.

 

Gibson Southern High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Football coach conducted camp during Week 4).

1.   The Gibson Southern High School football program is issued a warning. 

2.   Coach Rick Stefanich is reprimanded for causing this violation to occur. 

 

Greenfield-Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.4 (Girls soccer coach met with selected players during moratorium week).

1.   The Greenfield-Central High School girls soccer program is issued a warning. 

2.   Coach Larry Clark is reprimanded for causing this violation to occur. 

3.   The IHSAA accepts and supports the suspension of Coach Clark from the first match of the 2006 season as an appropriate penalty for this violation.   Due to the suspension of the coach, the athletes involved in this illegal session will not be penalized.

Hamilton Southeastern High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Two academically ineligible boys soccer players participated in several games).

1.   The Hamilton Southeastern High School boys soccer program is issued a warning.   

2.   The student athletes involved in this violation shall be suspended and declared ineligible for further competition until their academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, the schools against whom these ineligible athletes competed shall be notified of this violation and any matches in which Hamilton Southeastern was victorious shall be forfeited.

 

Harrison (West Lafayette) High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Boys soccer player participated in camp after deadline).

1.   The Harrison High School boys soccer program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended for only the first match of the 2006 boys soccer season.

 

Indianapolis Manual High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Football player participated in game wothout transfer report being approved).

1.   The Indianapolis Manual High School football program is issued a warning. 

2.   It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 

3.   In accordance with Rule 3-9 of the IHSAA By-Laws, Indianapolis Broad Ripple High School, the school against whom this student athlete participated, must be notified of this violation and the game must been forfeited.

 

Knox High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (Girls cross country runner participated in non-school meet during contest season).

1.   The Knox High School girls cross country program is issued a warning. 

2.   The student athlete who participated in this non-school sponsored golf event shall be suspended for two meets.

 

Kokomo High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3 (Boys soccer coach conducted open facility session during Week 4).

1.   The Kokomo High School boys soccer program is issued a warning. 

2.   Coach Wildred Hendrickson is reprimanded for causing this violation to occur. 

 

Lafayette Central Catholic High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2 (Six baseball players participated on same team after deadline-PROBATION).

1.   The Lafayette Central Catholic High School baseball program is placed on probation through the 2007 baseball season.       

2.   Coach Tim Bordenet is reprimanded for being involved in this rule violation. 

 

Lafayette Central Catholic High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Boys soccer player participated in 2005 without transfer report being filed with IHSAA).

1.   The Lafayette Central Catholic High School boys soccer program is issued a warning. 

2.   The school is reprimanded for allowing this violation to occur.  It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 

3.   In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against which this student athlete participated during the 2005 boys’ soccer season shall be notified of this violation.  Additionally, any match in which Lafayette Central Catholic was victorious and this ineligible student athlete participated shall be forfeited.

 

Lafayette Jefferson High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a (Six baseball players participated on same team after deadline-PROBATION).

1.   The Lafayette Jefferson High School baseball program is placed on probation through the 2007 baseball season.     

 

Lake Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 3-10 (Girls golfer practiced and participated in a meet without pre-participation physical).

1.   The Lake Central High School girls golf program is issued a warning. 

2.   Coach Doug Johnson is reprimanded for allowing this violation to occur.  This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation.

 

Lawrence Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 56-3b(2) (Boys soccer player participated in four halves in one session).

1.   The Lawrence Central High School boys soccer program is issued a warning. 

2.   Coach Chris White is reprimanded for permitting this violation to occur.   

3.   In accordance with rule 3-9 of the IHSAA By-Laws, Pike High School must be notified that this

      violation occurred and the match in which the maximum number of halves was exceeded must be

      forfeited if Lawrence Central was victorious.

 

Lawrence Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 106-3b(2) (Girls soccer player participated in four halves in one session).

1.   The Lawrence Central High School girls soccer program is issued a warning. 

2.   Coach Chris Harmon is reprimanded for permitting this violation to occur.   

3.   In accordance with rule 3-9 of the IHSAA By-Laws, Pike High School must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Lawrence Central was victorious.

 

Lawrence North High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Boys soccer player participated in camp after deadline).

1.   The Lawrence North High School boys soccer program is issued a warning.   

2.   The student athlete shall be suspended for one match.  It is the understanding of the IHSAA that the suspension was served on August 22nd.

 

Martinsville High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-16 (Boys tennis coach removed team from match prior to its completion).

1.   The Martinsville High School boys tennis program is issued a warning.   

2.   Coach Kevin Miller is severely reprimanded for removing his team from the match prior to its completion. 

3.   This is the second incident in the past year whereby a Martinsville High School athletic team was removed from a contest by the coach before it was concluded.  This issue needs to be addressed with the coaching staff to assure that there are no future, similar incidents.

 

Michigan City High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.4 (Girls cross country coach conducted workout during moratorium week).

1.   The Michigan City High School girls cross country program is issued a warning.   

2.   Coach Timothy Bumber is reprimanded for causing this violation to occur.  There is no acceptable excuse for Coach Bumber, as an experienced coach, to suggest that he was unaware of the moratorium week.

3.   The IHSAA accepts and supports the suspension of Coach Bumber from practice for three days as an appropriate penalty for this violation.   Due to the suspension of the coach, the athletes involved in this illegal workout will not be penalized.

 

Mishawaka High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2 (Two softball players practiced with team coached by high school coaching staff).

1.   The Mishawaka High School softball program is issued a warning. 

2.   Coach Bob Egyhazi is reprimanded for causing this violation to occur.

 

McCutcheon High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a (Six baseball players participated on same team after deadline-PROBATION).

1.   The McCutcheon High School baseball program is placed on probation through the 2007 baseball season.      

 

Monroe Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible volleyball player participated in five matches).

1.   The Monroe Central High School volleyball program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until her academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, Monroe Central High School shall notify the schools against which this athlete competed of this violation and forfeit any matches in which Monroe Central was victorious.

 

Mt. Vernon (Fortville) High School – Commissioner Ress reported the following action as a result of a violation of Rule 101-1 (Volleyball player participated in match without ten practices).

1.   The Mount Vernon High School volleyball program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until she meets the standards outlined in Rule 101-1.

3.   Coach Brittany Brown is reprimanded for allowing this violation to occur. 

4.   In accordance with Rule 3-9, the Hamilton Heights shall be notified of this violation and the match must be forfeited if Mount Vernon was victorious.

 

Muncie Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Boys JV soccer player participated in a match prior to transfer being approved).

1.   The Muncie Central High School boys soccer program is issued a warning.   

2.   It is absolutely mandatory that the “IHSAA Foreign Exchange Student Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 

3.   Coach Isidro Alvarado is reprimanded for allowing this violation to occur.   

4.   In accordance with Rule 3-9 of the IHSAA By-Laws, Jay County High School, the school against whom this student athlete participated, must be notified of this violation and the match must been forfeited if Muncie Central was victorious.

 

New Albany High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys cross country runner participated in several meets).

1.   The New Albany High School boys cross country program is issued a warning.   

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.

3.   In accordance with Rule 3-9, the schools against which the ineligible athlete participated shall be notified of this violation and the team scores recalculated if the ineligible athlete placed for your team. 

 

Noblesville High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Four boys soccer player participated in a non-school camp after deadline).

1.   The Noblesville High School boys soccer program is issued a warning. 

2.   The student athletes involved in this violation shall be suspended for the first match of the 2006 boys soccer season.

 

Noblesville High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.4 (Softball coach worked with player from his team during moratorium week).

1.   The Noblesville High School softball program is issued a warning. 

2.   Coach Mike Ramsey is reprimanded for causing this violation to occur. 

3.   The IHSAA accepts and supports the suspension of Coach Ramsey from the first game of the 2007 season as an appropriate penalty for this violation.   Due to the suspension of the coach, the athlete involved in this illegal workout will not be penalized.

 

North Central (Indpls.) High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Two boys soccer players participated in camp after deadline).

1.   The North Central High School boys soccer program is issued a warning. 

2.   The two student athletes, shall be suspended for the first match of the 2006 boys soccer season.

 

North Central (Indpls.) High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2h (Girls soccer player participated in camp after deadline).

1.   The North Central High School girls soccer program is issued a warning.   

2.   The student athlete involved in this violation shall be suspended for the two matches of the 2006 girls’ soccer season.

 

North Decatur High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-7.1 (Foreign exchange student participated in football game without transfer being approved).

1.   The North Decatur High School football program is issued a warning.   

2.   It is absolutely mandatory that the “IHSAA Foreign Exchange Student Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 

3.   In accordance with Rule 3-9 of the IHSAA By-Laws, Union County High School must be notified of this violation and the game shall be forfeited if North Decatur is victorious. 

 

North Miami High School – Commissioner Ress reported the following action as a result of a violation of Rule 101-1(Girls soccer players participated in match without ten practices).

1.   The North Miami High School girls soccer program is issued a warning.   

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until she meets the standards outlined in Rule 101-1.

3.   Coach Adam Wolfe is reprimanded for allowing this violation to occur.   

4.   The IHSAA supports and accepts the five day suspension of Coach Wolfe as an appropriate response to this violation.

5.   In accordance with Rule 3-9, the school/s against whom these student athletes competed shall be notified of this violation and the match/s must be forfeited if North Miami was victorious.

 

Northridge High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (Girls soccer player participated on non-school team during contest season).

1.   The Northridge High School girls’ soccer program is issued a warning. 

2.   The student athlete involved in this violation shall be suspended for two soccer matches. 

 

Northview High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible girls soccer player participated in two matches).

1.   The Northview High School girls soccer program is issued a warning

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until her academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, Northview High School shall notify the schools against whom this ineligible player participated of this violation and forfeit any matches in which Northview was victorious.

 

Oak Hill High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded five game limit).

1.   The Oak Hill High School volleyball program is issued a warning. 

2.   Coach Denny Crum is reprimanded for permitting this violation to occur.     

3.   In accordance with Rule 3-9 of the IHSAA By-Laws, the varsity match versus Tippecanoe Valley High School, in which the student athlete exceeded the five game limits, shall be forfeited, if Oak Hill was victorious.

4.   Participation in six games shall count as two of permitted matches for this student athlete.

 

Perry Meridian High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (Boys cross country runner participated in 2 non-school sponsored events without waiver).

1.   The Perry Meridian High School boys cross country program is issued a warning.   

2.   The student athlete who participated in these non-school sponsored races event shall be suspended for two meets.

 

Perry Meridian High School – Commissioner Ress reported the following action as a result of a violation of Rule 56-3b(2) (Boys soccer player participated in four halves in one session).

1.   The Perry Meridian High School boys soccer program is issued a warning.   

2.   Coach Mike Hart is reprimanded for permitting this violation to occur.   

3.   In accordance with rule 3-9 of the IHSAA By-Laws, Southport High School must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Perry Meridian was victorious.

 

Shelbyville High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible football player participated in four j-v & one varsity game).

1.   The Shelbyville High School football program is issued a warning.   

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, all schools against whom the ineligible student athlete participated shall be notified of this violation and Shelbyville shall forfeit any games if they were victorious.

 

Shelbyville High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Foreign exchange student participated in boys soccer match without transfer being approved).

1.   The Shelbyville High School boys soccer program is issued a warning.   

2.   The school is reprimanded for allowing this violation to occur.  It is absolutely mandatory that the “IHSAA Foreign Exchange Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 

3.   In accordance with Rule 3-9 of the IHSAA By-Laws, Mt. Vernon (Fortville) High School shall be notified of this violation and if Shelbyville was victorious the match shall be forfeited.

 

Sheridan High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Two academically ineligible football player participated in a jv game).

1.   The Sheridan High School football program is issued a warning.   

2.   The student athletes involved in this violation shall be suspended and declared ineligible for further competition until their academic records meets the minimum standards outlined in Rule 18-1.

3.   In accordance with Rule 3-9, Western Boone High School shall be of this violation and the game shall be forfeited if Sheridan was victorious.

 

South Bend Riley High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3 (Swimming and diving coach conducted open facility session in Wk 5).

1.   The South Bend Riley High School swimming and diving programs are issued a warning.   

2.   Coach John VanDreissche is reprimanded for causing this violation to occur.     

 

Southmont High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.6 (Illegal coaching during girls basketball open facility sessions).

1.   The Southmont High School girls basketball program is issued a warning.   

2.   Coach Chad Cripe is reprimanded for causing this violation to occur.   

3.   All remaining pre-season open facility sessions for girls basketball shall be cancelled.    

 

Waldron High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys soccer player participated in several meets).

1.   The Waldron High School boys soccer program is issued a warning.   

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until his academic record meets the minimum standards of Rule 18-1.

3.   In accordance with Rule 3-9, Waldron High School shall notify all of the schools against whom this academically ineligible player participated of this violation and forfeit any matches in which Waldron was victorious.

 

Warsaw High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Ineligible boys cross-country runner competed in invitational meet).

1.   The Warsaw High School boys cross country program is issued a warning.   

2.   The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for eligibility.

3.   In accordance with Rule 3-9, the host school must be notified of this violation, the ineligible athlete that participated must be disqualified and his final placing forfeited, and the team scores must be recalculated to reflect these changes. 

 

West Vigo High School – Commissioner Ress reported the following action as a result of a violation of Rule 3-10 and 19-3 (Girls soccer player participated without pre-participation physical form & without transfer report being approved).

1.   The West Vigo High School girls soccer program is issued a warning.   

2.   Coach John Cortez is severely reprimanded for allowing these violations to occur.  The “Consent & Release Certificate” is a health and safety issue and it is absolutely imperative that the “IHSAA Foreign Exchange Student Transfer Report” be on file for all student athletes prior to their participation.   

3.   In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against which this student athlete participated during the 2006 girls soccer season shall be notified of this violation.  Additionally, any match of which West Vigo was victorious and this ineligible student athlete participated shall be forfeited.

 

West Washington High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Volleyball player participated in JV matches without transfer being approved).

1.   The West Washington High School volleyball program is issued a warning. 

2.   It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 

3.   In accordance with Rule 3-9 of the IHSAA By-Laws, the three schools against whom this student athlete participated, must be notified of this violation and the matches must been forfeited if West Washington was victorious. 

 

Yorktown High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Girls soccer player participated in a match prior to transfer being approved).

1.   The Yorktown High School girls soccer program is issued a warning.   

2.   It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 

3.   In accordance with Rule 3-9 of the IHSAA By-Laws, Blackford High School, the school against whom this student athlete participated, must be notified of this violation and the match must been forfeited if Yorktown was victorious.
