2002 IHSAA VOLLEYBALL RULES CHANGES

 

 

RALLY SCORING

A proposal to participate in a National Federation rally scoring experiment was approved by the IHSAA Executive Committee during the March 22, 2002, meeting.

 

Rationale

During the fall of 2001 a survey of IHSAA volleyball coaches was conducted to determine prevailing opinions on pertinent issues.  The results showed that a majority of the volleyball coaches were in favor of incorporating rally scoring.  Since that survey, the National Federation of State High School Associations has requested that Indiana participate in an experiment with rally scoring for the 2002-03 school year.  An additional survey concerning rally scoring was conducted during the 2002 ICGSA Spring Conference.  Of the member schools that were represented, an overwhelming majority voted to participate in the NFHS experiment.  Currently, rally scoring is utilized at the international, college, and club levels.  The National Federation is the only governing body that does not use this method of scoring.

 

Match Format

1.    The rally scoring format will be in effect throughout the 2002-03 IHSAA tournament series.

2.    All regular season and tournament matches and tournaments shall use the rally scoring format.

3.    Regular Season Varsity Matches

      All varsity matches shall be best three out of five games.  Games shall be played to 21 points, and the winning team must win by two points (play to a 25 point cap).  The fifth and deciding game shall be played to 15 points, and the winning team must win by two points.

4.    Regular Season Varsity Tournaments

      Tournaments that provide teams the opportunity to participate in more than two matches per day shall be played in the following manner:

      a.   Schools will play the best two out of three games

      b.   The games shall be played to 21 points

      c.   The winner must win by 2 points (play to a 25 point cap each game)

5.    Junior Varsity and Freshman Matches and Tournaments

      All junior varsity and freshman matches and tournaments shall be best two out of three games.  Games shall be played to 21 points, and the winning team must win by two points (play to a 25 point cap).

 

The Game

1.    The home team selects home court.  The winner of the toss may elect to serve or receive.

2.    In rally scoring, a point is awarded upon the completion of every play.

3.    The net serve shall be incorporated.  If the ball is served, makes contact with the net and lands on the  serving team’s side, the receiving team receives a point and the serve.  If the ball is served, makes contact with the net and lands on the receiving team’s side, the ball is in play.

4.    Substitutions shall be limited to 18 per game.

5.    Each team is limited to two time-outs per game.  An additional time-out shall be permitted when each team has scored 20 points during a 21-point game, or 14 points during a 15-point game.

6.    During the regular season, players may not participate in more than five games, Varsity, JV, ect, against the same school in any one day.  Players may not participate at more than one level of play, Varsity, JV, etc., in a given tournament.

7.    The maximum number of season matches for a team or student shall be 25 plus two tournaments, with no more than 9 matches per calendar week and/or four matches in any one day. 

 

Scorekeeping

Because of the change to rally scoring, the process of scorekeeping will be drastically different than in past years.  The IHSAA will provide training to coaches, officials, and scorekeepers during the 2002 Volleyball Rules Interpretation meetings that will take place in August.  In addition to this training, a new volleyball score sheet will be posted on the IHSAA web site (www.ihsaa.org).  Coaches will be able download the format for use throughout the season.

 

NFHS Statistics

A condition of participating in the NFHS experiment is that member schools must gather and submit statistics for regular season varsity matches.  The items that our state will report are listed below:

1.    The number of net serves per match

2.    The starting and ending times of each match, as well as the score

3.    The number of substitutions per match

4.    The total number of student-athletes participating in each match

Instructions regarding reporting procedures will be relayed to our member schools at a later date.

 

 

WARM-UP TIME ALLOTMENT

A proposal to change the warm-up times for regular season and tournament series volleyball matches was approved by the IHSAA Executive Committee during the March 22, 2002, meeting:

1.    Junior Varsity and Freshmen (no change)

      Each team shall be limited to 7 ½ minutes on full court, with the use of the net.  The visiting team shall use the court for the first 7 ½ minutes with the home team warming up outside the court.  This procedure is then reversed for the second 7 ½ minutes.

2.    Varsity

      Each team shall be limited to 7 ½ minutes on full court, with the use of the net.  The visiting team shall use the court for the first 7 ½ minutes with the home team warming up outside the court.  This procedure is then reversed for the second 7 ½ minutes.  Upon the completion of the 15 minutes warm-up period, both teams will have an additional simultaneous 2 minute warm-up period, sharing the net, which is to be used exclusively for serving and serve reception.

 

 

VOLLEYBALL SCRIMMAGE

A proposal to incorporate a volleyball scrimmage was approved by the IHSAA Board of Directors during the April 29, 2002 meeting:

 

A controlled scrimmage may be permitted between two IHSAA member schools.  A player must have participated in 5 days of organized practice under the direct supervision of the high school coaching staff in order to be eligible for a scrimmage.  The scrimmage may not be held after the second calendar day prior to the first scheduled contest.

 

A scrimmage format will be proposed during the IHSAA Executive Committee meeting on June 7, 2002.  The approved format will be posted on the IHSAA web site (www.ihsaa.org) following the June meeting.
