IHSAA EXECUTIVE COMMITTEE RULES ON PROPOSALS
At its monthly meeting last
week, the IHSAA Executive Committee ruled on several proposals that will affect
the sports of basketball, golf and volleyball.
The committee approved by a 12-1 vote a volleyball proposal that mandates
a three-out-of-five scoring format with no cap at the varsity level, but
reduces the junior varsity and freshman level matches to a two-out-of-three
format to 25 points with a third game played to 15. Junior varsity matches
would have a third game cap of 25 and freshman matches a cap of 15. Also, the
two minutes allotted for serving warm-ups is eliminated at all levels of
competition.
The committee also approved
by a 11-2 count the optional use of the libero (LEE-BAH-RO)
player in high school volleyball beginning with the 2005 season. By
definition, a libero is a player that
specializes in defense and serve reception. The player wears a
distinctive contrasting uniform from the other players on the team and is
limited in the actions they can perform. Additional information regarding the

The use of the libero was approved, effective
in 2006-07, by the National Federation of State High School Associations (NFHS)
Volleyball Rules Committee January 9-10 at its annual meeting in
In basketball, the committee approved by a 13-0 vote the use of
three-person officiating crews for all state basketball tournament games
beginning with the 2006-07 tournament series.
During the 2004 tournament, the IHSAA began implementing three-person
officiating for games at the regional, semi-state and state level. Three
officials were again used at those levels as well as the sectional championship
games during the 2005 tournament last March and the same format will be
followed in 2006.
Committee members also voted unanimously to restrict all coaches from
the greens during boys and girls golf competitions.
