         Article III, Section 2 – Membership (page 3)
         Clarifi es and expands the membership criteria for schools, including minimum team/student
         participation in IHSAA-sponsored sports. Removes freeway accreditation.
         Rule 1-4(b) – (e) – Emerging Sport Process (page 19)
         Modifi es the criteria to be designated an emerging sport and to add sub-section (e), which
         provides that a sport designated as emerging for fi ve (5) years does not progress to recog-
         nized status; it will undergo an annual review by the Board of Directors to decide its continued
         classifi cation.
         Rule 1-4(f) – Emerging Sport Process (page 20)
         Adds Girls Flag Football as an emerging sport.
         Rule 9-9 – Participation in Interscholastic Competition on Single Gender Sports Teams
         (page 42)
         Adds sub-section (e.), which allows prior tournament participants to elect which gendered
         tournament to participate in when a sport is opened to two gender groups.
         Rule 9-12 – Oxygen and Intravenous Fluid Use in Contests Restricted (page 43)
         Restricts the use of intravenous fl uids in contests, except during emergencies, and regulates
         their administration.
         Rule 9-19– Leasing of Facilities for Practices or Contests (page 45)
         Outlines conditions under which member schools may lease facilities for practices or contests,
         including IHSAA approval and compliance with other applicable rules.
         Rule 17-8.5 – Principals Limited Eligibility Waiver (page 83)
         Eff ective June 1, 2025, the Principal’s Limited Eligibility Waiver rule is eliminated.
         Rule 18-1 – Minimum Course Enrollment and Grades for Participation (page 89)
         Adds sub-section (b.), to allow Seniors on track to graduate to only need to take a minimum
         of two full credit subjects in their fi nal spring term, provided they have met all graduation
         requirements and maintain good academic standing.
         Rule 19-3 – Transfer Eligibility and Restrictions (page 97)
         Adds sections 19-3.1, 19-3.2, 19-3.3, 19-3.4, 19-3.5, and 19-3.6 of the Eligibility and Transfer
         rule, rule 19, to retitle and add provisions for fi rst-time transfers, subsequent transfers, and
         senior transfers. These additions will be eff ective on June 1, 2025.
         Rule 19-6.1 – Eligibility When Transfer Without Change of Residence by Parent(s)/
         Guardians(s) (page 100)
         Rule 19-6.3 – Transfer Options When Transfer Without Change of Residence by Parent(s)/
         Guardian(s) (page 101)
         Adds subsection (o.), to provide an additional option for full eligibility when a student transfers
         from a non-member school to a member school for the fi rst time and attends a school that
         serves their residence. These additions will be eff ective on June 1, 2025.
         Rule 50-1 – Pre-Participation Practice (page 117)
         Clarifi es preparticipation practice requirements, including conditions for students trying out
         for a second sport during the same season.
         Rule 54 –  Flag Football (page 126)
         Establishes a rule for Flag Football. Further modifi cations were made to rules 3, 9, 10, 15,
         and 50 to accommodate the inclusion of Flag Football.
         Rule 58 – Lacrosse (page 130)
         Establishes a rule for Lacrosse. Further modifi cations were made to rules 3, 9, 10, 15, and
         50 to accommodate the inclusion of Lacrosse.
